Long Range Building Program

Long Range Building Program is a comprehensive and prioritized plan for allocating state resources for capital construction and maintenance of state-owned facilities. Highest priorities in the 2011 biennium are projects that address energy conservation, safety, and major repairs and deferred maintenance. No significant new construction or major additions are proposed for the 2011 Executive Budget. Current state and other revenue sources contributed $84,761,300. These projects are below in black. With stimulus funds of $65,593,000 the Long Range Building Program has increased projects to include the green projects.

This appropriation will fund the replacement of the roof of this 100k gsf facility, which is near the end of its useful life, while at the same time allowing us to increase roof insulation and increase interior day lighting and ventilation. If done in conjunction with the Phase 1 improvements, which are under design, the State will be able to concentrate operational disruption to one major project - allowing integration of more energy saving measures than would otherwise be possible.

This appropriation will make many necessary repairs to theses 2 DNRC units, the Stillwater unit being on the National Historic Register. The Swan unit is in need of HVAC upgrades, increased insulation, exterior repairs, completion of equipment bays, repair/replacement of various site utilities. The Stillwater unit include exterior repairs and improvements to numerations us log buildings, foundations, and interiors.

This appropriation will upgrade building systems and perimeter insulation, relocate office spaces, and move the visitation area out of Rothe (Low Support) and into the E unit of Wallace (Administration) Building. This appropriation will fund projects located at the Veterans' Homes located in Columbia Falls and Glendive. The 60th Legislature appropriated $2 million for consolidation of Department of Natural Resources and Conservation divisions at the Missoula DNRC campus. This project includes a potential to utilize geothermal heating and cooling, and to produce hydro-power through an artesian aquifer.

This project will provide authority to spend federal economic stimulus funds to construct a water intake from the Fort Peck Dam to the hatchery. This will reduce energy consumption and provide additional power production that utilizes green power from hydropower. A Pumped water supply system will replace a Gravity flow system and provide water at no cost and produce hydro-power to run the facility which will reduce long term operations and maintenance costs by 50%.

Destabilization and erosion of the irrigation canal threatens private and state properties. This project will provide authority to spend federal economic stimulus funds to correct areas of erosion and canal failure, protect the watershed, and enhance water quality.
