Forestry and Trust Land Management Divisions
Montana DNRC submitted projects for potential funding under the ARRA in February of 2009. Proposals were prioritized using the following criteria: They were located in the most economically-distressed counties; they were “shovel ready” and could be implemented in 30-60 days; and they created or maintained the most jobs. Proposals were also more competitive if the amount was between $500,000 and $4,000,000.
DNRC’s Forestry and Trust Land Management divisions had the following goals for ARRA projects:
- Jobs retention and/or creation
- Forest treatments on non-federal lands (state and private ownership)
- Projects which produce commodities (commercial timber, biomass, other wood products)
- Accomplishing high-priority work and, where possible, leveraging additional funds
A team of state and private foresters reviewed and graded proposals. Some projects valued at less than $500,000 and located in the same county were “bundled.” The following projects have been selected for funding:
WFM-0156-01 Montana Hazardous Fuels Reduction/Restoration Forestry Projects $3,589,000
- Montana Restoration Forestry projects
Implementation strategy: delivery of projects though our Jump Start program for projects in Flathead, Lake, Sanders, Powell, Missoula and Lewis & Clark counties.
Key Project Components:
- Economic assistance to forestry industry in Montana;
- Fuels mitigation in the Wildland-Urban Interface to protect communities from wildfire;
- Restoration forestry related to mountain pine beetle outbreaks and other forest health issues.
WFM-0156-06HFE Flathead Co. Stewardship $987,000
- Contract tree planting for energy conservation in cities and towns.
Implementation strategy: delivery of projects though our Urban & Community Forestry Program as grants to communities utilizing local nursery and landscape businesses.
Key Project Components:
- Economic assistance to local nursery/landscape businesses;
- Urban renewal through tree planting in communities.
- Energy conservation; planting trees to provide shade and cut cooling costs.
- Contract stewardship projects, silviculture treatments & water restoration.
Implementation strategy: delivery of projects though our Jump Start program for projects in Flathead, Lake, Sanders, Mineral, Missoula and Lewis & Clark counties.

- Fuels mitigation in the Wildland-Urban Interface to protect communities from wildfire;
- Restoration forestry related to mountain pine beetle outbreaks and other forest health issues.
WFM-0156-07 Sanders Co. Fuels & Restoration Stewardship $1,064,000
- Wildland Urban Interface fuels mitigation treatments and restoration forestry for bark beetle outbreaks.
Implementation strategy: delivery of projects though DNRC contracting for work to be completed on state trust lands.
Key Project Components:
- Economic assistance via contracts to forestry professionals;
- Fuels mitigation in the Wildland-Urban Interface to protect communities from wildfire;
- Restoration forestry related to mountain pine beetle outbreaks and other forest health issues.
- Sanders Co. Stewardship Projects including contract stewardship projects, silvicultural treatments and watershed restoration.
Implementation strategy: delivery of projects though our Jump Start program for projects in Flathead, Lake, Sanders, Mineral, Missoula and Lewis & Clark counties.

- Fuels mitigation in the Wildland-Urban Interface to protect communities from wildfire;

WFM-0156-10 Lincoln County Fuels & Ecosystem Restoration $808,000
- Trego, Fourtine, Stryker Fuels Reduction, interface fuels reduction via contract labor
Implementation strategy: delivery of projects though partnership with Northwest Regional RC&D Area.
Key Project Components:
- Economic assistance to forestry industry in Montana;
- Fuels mitigation in the Wildland-Urban Interface to protect communities from wildfire;
- Financial assistance for mitigation to private landowners.
- Libby, Mont., Wildland Urban Interface Fuels Reduction, interface fuels reduction via contract labor
Implementation strategy: delivery of projects though partnership with Northwest Regional RC&D Area.
Key Project Components:
- Economic assistance to forestry industry in Montana;
- Fuels mitigation in the Wildland-Urban Interface to protect communities from wildfire;
- Financial assistance for mitigation to private landowners.
- Urban Forest Enhancement Demo: Contract planting and pruning of park, street and boulevard trees.
Implementation strategy: delivery of projects though our Urban & Community Forestry Program as grants to communities utilizing local nursery and landscape businesses.
Key Project Components:
- Economic assistance to forestry industry in Montana;
- Fuels mitigation in the Wildland-Urban Interface to protect communities from wildfire;
- Financial assistance for mitigation to private landowners.
WFM-0156-11 Wildfire Rehab and Restoration –Powell & Sanders counties $538,000
- Post-wildfire Rehab & Restoration: Pulling berms, grass and erosion control, pesticide application and water quality management.
Implementation strategy: delivery of projects though our integrated restoration strategy using local federal and state partners for wildfire rehabilitation and restoration.
Key Project Components:
- Recovery assistance post-wildfire to affected landowners;
- Interagency cooperation to meet common rehabilitation goals;
- Post-wildfire Rehab & Restoration: Pulling berms, grass and erosion control, pesticide application & water quality management.
Implementation strategy: delivery of projects though our integrated restoration strategy using local federal and state partners for wildfire rehabilitation and restoration.
Key Project Components:
- Recovery assistance post-wildfire to affected landowners;
- Interagency cooperation to meet common rehabilitation goals;
WFM-0156-13 Flathead Co. Fuels Project $506,000
- Marion east fuels reduction, interface fuels reduction via contract labor.
Implementation strategy: delivery of projects though partnership with Northwest Regional RC&D Area.
Key Project Components:
- Economic assistance to forestry industry in Montana;
- Fuels mitigation in the interface to protect Communities from wildfire;
- Financial assistance for mitigation to private landowners.
- Whitefish CWPP Fuels Reduction: Implement Whitefish CWPP interface fuel projects via contract labor.
Implementation strategy: delivery of projects though partnership with Northwest Regional RC&D Area.

- Swan Valley competitive grant supplement: Enhance existing competitive project with forest stewardship, forest health, UCF, fuels mitigation treatments.
Implementation strategy: delivery of projects though partnership with Swan Ecosystem Center and others via the DNRC Forest Stewardship Program.

- Financial assistance for mitigation to private landowners.
- Lake Co. Stewardship Projects-contract stewardship projects, silvicultural treatments and watershed restoration.
Implementation strategy: delivery of projects though DNRC Forest Stewardship Program grants management.
Key Project Components:

- Fuels mitigation in the Wildland-Urban Interface to protect communities from wildfire; Restoration to protect water quality and habitat.
- Financial assistance for mitigation to private landowners.
WFM-0156-XX NW MT Forest Health Project $297,000
- Lake Co. forest treatments to mitigation douglas-fir mistletoe, bark beetles, and misc. forest health issues.
Implementation strategy: delivery of projects though a combination of DNRC contracting, grant to partner organizations, cost-share assistance for private landowners; work to be completed on state trust lands and private lands.

- Economic assistance via contracts to forestry professionals;
- Restoration forestry related to mountain pine beetle outbreaks and other forest health issues.
